I commute year round in the cold and wet so I decided to spend a little extra and go for the high end shoe covers when I replaced my work out booties. These things are extremely warm even on 3 hr road rides in 40 degree weather. If you ride in the cold & wet these will serve you well. I went on the larger side of the recommended sizing and I'm glad I did as they're somewhat snug with my MTB shoes.

I've used this shoe cover on NJ weather below 20's and I have to say this is the best one out there for the price. It kept my toes from freezing and my shoes from getting wet. Great cover. Just a little tough to put on but completely worth it.

I've used Pearl Izumi's Barrier Pro shoe covers on my MTB rides for years (wet, muddy, COLD conditions here in the PA winter). These PRO Ventura covers are now my go-to covers. Thick neoprene outer is waterproof - the water just beads on the outside and doesn't seep in at all. It has a nice fleece insulation, so it's good for the cold. Also, the toe box and the bottom edge is covered with a thick rubber material - very bomber construction. Looks like it will take years of MTB abuse.
I caution you that these covers are larger than the sizing chart indicates. I use a size 41 Sidi (a relatively narrow shoe) and so ordered the XL size. The XL size was a little too wide and too long (by about a thumb width all the way around). I returned the XL and got the Large size and got an excellent fit.

I have used many different booties over the years this one has worked better then most
kept my feet warm and dry during several 23 hr rides
I esp like the heavier then usual soles
