I use 20-inch bicycles in ice and snow they have a lower center of gravity and I find them easier to handle. My front tires are the Innova Snow Fox. My rear tires are conventional in both front and rear I use solid NoMorFlats inner tubes that cannot puncture. Using this combination for general commuting on plowed streets in snowy Michigan, I enjoy excellent traction and a strong feeling of riding confidence -- these tires grip ice that I cannot safely walk on. Just two negatives one, the Snow Fox tires have steel studs that wear more quickly than harder materials, though 1500 to 2000 miles of reliable use is normal and the tires can be used up thereafter in summer weather after the studs wear short and two, the tires are a challenge to mount due to stiff rim beads and studs close to the sidewalls a prickly experience -- but once they are mounted they stay secure over all kinds of bumps and ice chunks.
