Great bag, but unsatisfactory clips

I love this bag, however I'm having trouble with the clipping system. If I clip it to my panier upright and on one side as suggested, one or both of the clips scrape against my tire and my foot sometimes will hit the bag.

I have found that I can lay it on top of the panier horizontally with the hooks over one side and the rubber bottom preventing it from slipping from the other side. It's a bit harder to get on and off, but it works!
